Heath certain personal estate hereinafter mentioned. Now this indenture made 14 Apr 1842 between said Major A. Taylor and said Albert R. Heath who is appointed trustee of the second part and said William Stevens of the third part. Witnessed that the further consideration of $5 to him in hand paid by the said Albert R. Heath the trustee as aforesaid. The following personal estate to wit: 2 horses, bedsteads and bedding, one bureau, one dining table, half-a-dozen Windsor chairs, one cupboard, one cart and steer, 2 cows and the ½ of the schooner Norfolk, her apparel tackle and furniture, purchased by me of James Harrison, and which said schooner is now owned by the said Major A. Taylor & Thomas Underhill. To have and to hold the said mentioned articles of personal estate and the one half of the said schooner unto Albert R. Heath upon trust. Nevertheless & conditions that if the said Major A. Taylor shall within 60 days pay unto the said William Stevens the said $75.88 with interest, then his indenture shall be void. Biography*1620During the early 1620's Robert Bell of England became involved in determining the future of the Virginia colony and this, in time, led to the settlement of his descendants on the Eastern Shore of Virginia. Between 1614 and 1622 the population of Virginia grew rapidly as the colony attempted to increase tobacco production. The London Company gave colonists numerous titles to land and fostered settlements throughout Eastern Virginia. Many of the native Indians perceived the expanding colony as a threat to them and in 1622 a coordinated attack by the Powhatan Indians on rural settlements left more than 300 settlers dead. As many as four thousand colonists perished from various causes between 1618 and 1623 across Virginia and in retrospect, it was obvious that immigration and settlement had proceeded too rapidly and haphazardly in Virginia.
The colony's high mortality and the company's seeming mismanagement led to the Crown revoking the charter of the bankrupt and discredited Virginia Company of London in 1624. During that year, Robert Bell was appointed by James I as one of fifty-two Commissioners to determine the form and structure of a new government for Virginia as a Royal Colony. The government structure devised by the Commission replaced the Virginia Company of London as the governing authority in the
settlements.
According to research by J. F. Bell, Robert never came to the new world, but his son Thomas Bell did arrive at Jamestown in 1635. Another son, Robert Bell Jr., is thought to have come to Virginia earlier than Thomas, but documentation of the relationship is weak. A Robert Bell Jr. is listed as holding 37 acres in Virginia in 1618 and as among the "Names of Adventures that Dislike Ye P'nt Proceedings of Buziness in Ye Virg. and S. Ilands Companyes" in 1623. He is also named in the "List of Persons Fit to be Governor and Deputy Governor of Virginia & Somer Islands Companies" in April 1624. Little more is known of him or any descendants he may have had.
One of the early actions of the Royal Colony of Virginia was to establish eight shires. In 1634, Accomack was formed as one of the original shires. The population on the Eastern Shore at that time was 396, a marked increase over that of a decade earlier. Accomack accounted for eight percent of the total population in the colony.1

Census w/parents*1860Severn was listed with his parents in the census of 1860 at Northampton Co, VA. HH#257 was headed by Robert S. Costin, a 31 year old farmer. Listed with him were Catherine Costin, age 25; Severn P. Costin, age 3; Catherine Costin, age 10/12 and Maria Savage, age 25.3 
Census w/parents1870Severn was listed with his parents in the census of 1870 at Eastville District, Northampton Co, VA. HH#362 was headed by Robt. S. Costin, a 41 year old farmer. Listed with him were the following Costins: Kitty, age 36 & keeping house; Severn, age 13; Kitty, age 11; Wm., age 8; Margt., age 5; Annie, age 2. Also listed was Elizzie Smith, a 21 year old house keeper.4 
Death*30 January 1883He died on 30 January 1883 at Baltimore, MD, at age 24. Dr. Severn P. Costin, assistant physician at the Quarantine Hospital, died about 7 o'clock yesterday morning at that institution after a few days illness with diphtheria. Dr. Costin graduated about two years ago at the University of Maryland School of Medicine. After graduating he was appointed as one of the resident physicians at Bayview Asylum, having gained the position upon a competitive examination. He remained at Bayview until appointed last April by Mayor Whyte to the position which he held at the time of his death. Dr. Costin was about 26 years of age and unmarried. He was the son of Mr. Robert S. Costin, a prominent planter of Northampton County, VA. The remains, it is expected, will be taken to Virginia for interment after friends have been heard from. Deceased was a relative of Dr. H. P.C. Wilson, a prominent physician of Baltimore.1 
Burial*Severn was buried at Kendall Grove, Northampton Co, VA. The tombstone book shows him as Dr. Severn P. Costin, son of R.S. & C.P. Costin, 5 May 1858 - 30 Jan 1883.2
