John was born on 15 January 1778 at Accomack Co, VA.2 He married Catharine Bowman, daughter of David Bowman (I) and Catharine (-----), 02 Sep 1799 (bond) at Accomack Co, VA. William Seymour was the security on the M.L.B. of John Finney and Catherine Bowman.3,4 He married Margaret 'Peggy' Bowman, daughter of David Bowman (I) and Catharine (-----), in 1801 at Accomack Co, VA.3 He was a Captain in the Accomack County Militia in 1805 and was promoted to Major by 1814 when he took part in The Battle of Pungoteague. He was a Lt. Col. in 1821 and had become Colonel by Sep 1825. He resigned his commission in Mar 1827 when he would have been 51 years old.5 Col. John Finney sold land on 26 July 1806 at Accomack Co, VA. It was on this date that John Finney and his wife Margaret were joined by his mother Ann Outten in selling the 184 acres of his father's land to Duncan Glenn for £850.6 He bought land on 13 February 1809 at Accomack Co, VA. It was on this date that John Finney purchased his first land when he bought 16 acres from John Leatherbury Junr. for $144. He bought another 8 acres from Thomas Leatherbury on 23 Dec 1809 for £64.10. On 1 Jun 1810 he bought 124 acres for £172 from Ephraim Outten and wife Susanna. The deed states that Susanna Outten was a daughter of Charles Leatherbury and had inherited the land at her father's death. On 16 Mar 1811 a new deed was given to John Finney by the Outtens, apparently for the same 124 acres. John Finney continued to buy adjoining Leatherbury land until at the time of his death he owned 500 acres on Onancock Creek near present day Finney's Wharf. Whitelaw says he built his home, called "Meadville" on this land circa 1811.7,8,9 John made a will on 28 March 1848 at Accomack Co, VA. To my son Edward O. Finney the plantation whereon he now resides near Wachapreague Creek & … & Negroes Jordan, Anne & her oldest child Mary, old Sarah & old Tom & $2,000 which I give to him as a compensation for settling my estate. To son William B. Finney the plantation whereon I now reside containing 500 acres & $1,000. To my grandchildren John, William, Ann, Margaret & Edward Arbuckle $1,000 each provided they convey their right in the tract of land their grandfather David Bowman died seized, near Drummond Town, the same that was sold to Zorobabel Mason by Oswald, David, Euphemia Bowman & by my wife Margaret, children & heirs of the said David Bowman & by me who held a life estate in the land by virtue of my intermarriage with Catherine Bowman also one of the children & heirs of David Bowman, through whom & her daughter Catharine the mother of the said John, William, Ann, Margaret & Edward Arbuckle, they derived their title & interest in & to the said tract of land … [Note: There seems to be an inconsistency between "my wife Margaret" & "my intermarriage with Catharine Bowman." According to Turman's marriage book, John Finney married Catherine Bowman by bond of 2 Sep 1799 & according to Mihalyka's tombstone book, Col. John Finney, husband of Margaret & son of John & Ann, died on 23 Oct 1848.] To my daughters Margaret & Mary Finney … & the privilege of residing in my houses herein devised to William B. Finney, free of charge, they however to find their own provisions, bedding &c. Negroes not hereinbefore disposed of to my 3 daughters Margaret & Mary Finney & Ann Wise, the wife of John C. Wise & to my 3 sons William, Oswald & Louis C. H. Finney … Remainder to my 3 daughters Margaret & Mary Finney & Ann C. Wise & Oswald B. Finney & Louis C. H. Finney. None of the property given to my daughter Ann C. Wise shall ever come into the possession of her husband John C. Wise & I place the property devised to her into the hands of my son Edward O. Finney to hold in trust … Son Edward O. Finney Extr. 1st Codicil: __ Oct 1848 - To daughters Margaret & Mary the exclusive use of the new carriage house … To William B. Finney 50 acres of wood land lying on the east side of Dolls road which I purchased of William Custis of Henry. Extr. to sell land on the west side of Dolls road … whereon John Edwards & William Kellam & Edward Kellam now reside … 2nd Codicil: 15 Oct 1848 - To my son Edward O. Finney my Negro man George now a working hand on the plantation & also ….10 John died on 23 October 1848 at age 70.2 His body was interred at Meadville, Onancock, Acc Co, VA. His tombstone shows him as Col. John Finney, husband of Margaret and son of John & Ann Finney..2 His estate was probated on 30 October 1848 at Accomack Co, VA; It was on this date that his will was probated. There being no witnesses to the will or codicils, William Riley Sr., John Arlington, Richard P. Read & Dr. Thomas P. Bagwell testified to the handwriting. William B. Finney, Oswald B. Finney, Louis C. H. Finney, Thomas C. Bunting, James C. Willis, William P. Moore Sr. & William P. Moore Jr. were securities on the $150,000 bond.10 According to Whitelaw, Col. John Finney left his home plantation of 500 acres (tract A62) and his home Meadville (A62C) to his son William B. Finney, who sold to his brother Louis C.H. Finney 5 years later. In 1861 he sold the house and 400 acres to his sisters Mary H. & Margaret B. Finney. In 1880 Mary died first and left her interest to her brother Louis, but if he had no heir, then jointly to her sister Margaret and another brother Oswald B. Finney. Three years later, as Louis had died without issue, Margaret left it all to Oswald, and in 1900 he left to his nephew Edward B. Finney. In 1915 his administrators sold the house and 62 acres to Marguerite E. Tyler, and 2 years later she and her husband John S. sold to Robert L. Hopkins and William S. Nelson.11

Proved 30 July 1900. Sureties Francis D. Parks, Henry F. Powell.6 He died on 22 July 1900 at Accomack Co, VA, at age 81. Dr. Oswald B. Finney, a well known citzen of Accomac and prominent in its affairs for 40 years or more, died at his home at Onancock after a long illness on Sunday, aged 81 years. Being fond of politics though and having ample means to gratify his taste in that direction he did not contine himself to his profession. As a Whig before the war he was called upon to serve his party in the Legislature and during the term his zeal in the interest of his party lead to a dual between him and Hon. Roger A. Pryor. The men met on the Manchester side of the James River and the doctor was wounded in the side. Since the war Dr. Finney has been an intense Democrat and as such he served his country in both houses of the Legislature.
