Samuel was born on 23 April 1830 at Accomack Co, VA.2 Samuel was listed as a head of household in the census of in 1850 at Richmond City, Henrico Co, VA. He was shown as Samuel G. Bayly the head of HH#438, a 20 year old lawyer. Listed with him were Jano O. Bayly, age 54 (his mother) with real estate valued at $35,000 and Rosa F. Bayly, age 17 (probably his sister)..3 Samuel was listed with another family in the census of in 1850 at Albemarle Co, VA. He was shown as Samuel Bayley in HH#1937 headed by Peter Wade a 45 year old carpenter. Samuel was age 21 and a student at the University of Virginia. There were a total of 21 such students in this household..4 On 17 Apr 1855 Samuel T. Bayly, who was the son of Col. Thomas M. Bayly of Mount Custis near Accomac and his wife Jane Coward Addison, wrote a letter to the pension office in Washington regarding the pension of Catherine B. Cropper, widow of General John Cropper. This was three months after her death. He enclosed a paper which he said authorized him to draw the pension of Catherine Cropper. It appears that his attempt to get the pension was not fruitful. Samuel T. Bayly and his sister had already inherited property at Hill's Farm in Accomack County, which they later sold.5 Samuel was listed with his mother in the census of in 1860 at Richmond City, Henrico Co, VA. He was shown as Sam. T. Bailey, a 28 year old attorney-at-law with real estate valued at $50,000 and personal property valued at $30,000 in HH#239 in the 3rd Ward of the City of Richmond headed by Jane O. Bailey, a 62 year old gentlewoman, with real estate valued at $40,000 and personal property valued at $30,000..6
