Staples, a Notary Public, as deposed as follows: That he is unable to furnish a verified copy of the public, church or family record of his birth, for the reason that at the time of his birth, no such records were kept in Accomac County, Virginia, his birth was never recorded in any church, and his family being in reduced circumstances, there was no family record kept; that his knowledge of the date of his birth was received from his mother's sister, Mrs. Betsy Wessels, who was present at his birth and who lived for many years afterwards, and the date as given by his said aunt, who is now dead, was regarded by all the members of his family as correct; that all of the members of his family who were living at his birth, are now dead. It was signed by William (his X mark) Bailey. (Note: This document did not actually give his birth date, but did prove that his mother was a sister of Mrs. Betsey Wessels, who was Betsy Bayly, orphan of Robert, and married Walter Wessells on 6 Mar 1823. Therefore, William Bailey's mother would have been Betsy Bayly's sister Hennie Bayly, also a daughter of Robert Bayly.).2 William was named in his brother's obituary on 6 January 1914 at Portsmouth, Norfolk Co, VA. He was named as a brother Mr. William Bailey in the obituary of Edward Bailey..8 William died on 25 February 1931 at Portsmouth, VA, at age 84. His death certificate shows that he died at his residence at 1927 Holladay St., Portmouth, Norfolk Co, VA. He was retired from the Navy Yard. His birth place was shown as MD.
