James Henry studied law at the University of Edinburgh and in Philadelphia and settled in Accomack County, where he was a member of the House of Burgesses, 1772-74, of the first Virginia Convention, 1774, and of the House of Delegates, 1776-78, 1779. They later moved to "Fleet's Bay," Northumberland County, where he was a member of the Continental Congress, 1780-81, judge of the Virginia court of admiralty, 1782-88, and judge of the Virginia General Court, 1788-1800. At the time, Thomas' sister Tabitha still was the wife of Henry Custis, but when she died, her sister-in-law Ann, widow of Thomas, took her place..2 Thomas died in March 1721 at Accomack Co, VA.6 Thomas's will was probated on 4 April 1721 at Accomack Co, VA.6
